when i leave my dog barks and tries to stop me from leaving i do i make him stop

there is no law against killing an animal that poses a neusance. by the time the cops show up, the dogs are silent. Should I kill them? Or try to work thinks out when my neighbor isnt drinking?
Our neighbour has a white Bejon Freese ( poodle type ? dog ) that when it is outside does nothing but constantly bark non-stop. I am not exagerrating it at all. I like dogs ( sometimes ) but this one I would like to send back to it’s maker. What about these ultra-sound devices ? Many thanks !
My dog Cookie is young and at first she never barked at all, but since my other dog Toby barked alot, now she barks at everything in sight.
Today she slammed the door open and ran out of the house just to bark at a poor lady walking her dog. It was so embarassing.
Our two dogs love to run and play and BARK in the fenced backyard we have. They bark at squirrels, neighbors, everything! My neighbors want us to keep them in or stop the barking.
